Cannot download mods steam error

Trying to host a dedicated server here on my computer using the tool provided. Launching a server with no mods works fine and people can join, however when I try to add mods in I get a generic "unable to download mods" error. Is there a way around this or a common fix I am missing?
All the mods download fine in SP and client but it only occurs here. Showing 1 - 7 of 7 comments. I am seeing this issue with the current client as well with a dedicated lan server with 7 mods. I created a local game with that client and included all the mods that were not downloading when connecting to the dedicated server.
